To test the settting:
echo %ENVIRON_VAR
libtorrent and rtorrent needs the dev files (from ubuntu repositories), not just the named dependencies on the webpage.
Default locations of libtorrent and rtorrent are /usr/local/bin and /usr/local/lib, need symlink

Currently tracking:
- forced tracker settings with 'f' key is currently broken, not remembered.
- 'encryption = enable_retry' not retrying in rTorrent 0.8.4/0.12. This doesn't seem to be fixed in 0.8.5.
